Dieselfahrverbot
Seit Jahren bestimmt die Diskussion um Dieselverbote, Stickoxid-Grenzwerte und Euronormen die Politik in und um Stuttgart. Von Stammheim bis Plieningen und von Weilimdorf bis Obertürkheim – seit Januar 2019 besteht in Stuttgart im gesamten Stadtgebiet die deutschlandweit größte Dieselverbotszone. Für die Einwohner der Stadt gibt es eine Übergangsfrist bis zum 31. März. Danach gilt ein Fahrverbot für alle Kraftfahrzeuge mit Dieselmotoren der Abgasnorm Euro 4 und schlechter. Die Luft ist dick in Stuttgart, seit Jahren hangelt sich die Stadt von einem Feinstaubalarm zum Nächsten. Auch bei den Staus belegt die Neckarmetropole bundesweit einen Top 5 Platz. Knappe 108 Stunden verliert ein Autofahrer im Schnitt hier pro Jahr laut einer Studie des Unternehmens Inrix. Dieser ungenügenden Verkehrssituation versucht die Stadt Stuttgart mit dem Luftreinhalteplan vom August 2018 durch ein Verbot für Dieselfahrzeuge der Abgasnorm Euro 4 und schlechter in der Stuttgarter Umweltzone entgegenzutreten. Das Verbot trat ab 1. Januar 2019 für das gesamte Stuttgarter Stadtgebiet in Kraft. Ziel des Verbots ist es innerhalb der einjährigen Gültigkeit die hohe Schadstoffbelastung der Stadtluft zu reduzieren. Denn obwohl die Belastung durch Feinstaub 2018 deutlich geringer geworden ist, treten bei Stickstoffdioxid nach wie vor erhebliche Überschreitungen der Grenzwerte auf. So betrug der Jahresmittelwert für Stickstoffdioxid im Jahr 2018 an der Messstelle »Am Neckartor« 71 Mikrogramm pro Kubikmeter Luft. Das sind zwar um zwei Mikrogramm weniger als im Vorjahr und ganze elf Mikrogramm weniger im Vergleich zu 2016, der Grenzwert der EU-Richtlinie von 40 Mikrogramm bleibt in weiter Ferne.
Aber kann ein Dieselfahrverbot zur Einhaltung dieser Grenzwerte beitragen? Richtig ist, dass der Diesel eine der Hauptursachen für hohe Stickstoffdioxid-Werte. Im bundesweiten Durchschnitt sind Dieselfahrzeuge für fast drei Viertel des von Fahrzeugen produzierten Stickstoffdioxids verantwortlich. Das schädliche Gas kann in der Lunge Zellen angreifen und Entzündungsprozesse auslösen. Gerade für Asthmatikern und Menschen mit Herz-Kreislauf-Erkrankungen oder Diabetes besteht ein erhöhtes Krankheitsrisiko. Betroffen von den Dieselverboten in Stuttgart und Region sind rund 72 000 Autos, deren Halter bei einem Verstoß gegen das Verbot werden mit einem Bußgeld von 80 Euro belegt werden, Punkte in Flensburg muss allerdings niemand befürchten. Die Kontrolle des Verbotes erfolgt weitgehend über die Polizei. Da die Euronorm rein äußerlich allerdings nicht zu erkennen ist, sind zunächst keine gezielten Kontrollen geplant. Überprüft werden in der Umweltzone stehende Fahrzeuge, wenn sie durch eine Diesel-Kennzeichnung am Kofferraum, äußere Merkmale oder beim Falschparken auffallen. Parken in Stuttgart kann also erstaunlicherweise noch teurer werden. Allerdings gibt es diverse Ausnahmeregelungen, die beim Dieselverbot greifen. So sind drei Strecken von dem Verkehrsverbot ausgenommen, damit bestimmte Stadtteile erreichbar bleiben. Es handelt sich um die Hafenbahnstraße zwischen B10 und Obertürkheimer Straße, sowie die Heerstraße, Mittlere Filderstraße und Neuhauser Straße entlang der A8 und die B10 und B27a zwischen Korntal-Münchingen und Kornwestheim. Ebenso generell vom Verbot ausgenommen sind Lieferverkehr, Handwerker, sowie Krankenwagen, Polizei und Katastrophenschutz.
Für jeden betroffenen Autofahrer besteht zusätzlich die Möglichkeit eine Ausnahmegenehmigung zu beantragen, sofern das Fahrzeug über die grüne Plakette verfügt, dem Fahrzeughalter kein Alternativfahrzeug zur Verfügung steht und das Fahrzeug erstmals vor dem 1. Januar 2019 auf den Halter zugelassen wurde. Anträge können nur persönlich an der zentralen Stelle in der Jägerstraße 14 gestellt werden
